Emory University Must Respond to Department of Homeland Security Regulation |

The United States Department of Homeland Security (DHS) has issued a new regulation, the Chemical Facility Anti-Terrorism Standards (6 CFR Part 27) for any facility that manufactures, uses, stores, or distributes any of the listed chemicals above a specified quantity. Colleges and universities must comply with this regulation in a very short time frame by reporting the listed chemicals. Since reporting requirements are based on aggregate amounts on campus, individual laboratories or other locations are not exempt from reporting as even small quantities must be factored in to the campus total. Therefore, inventory information must be reported for research and teaching laboratories, storerooms and stockrooms, other laboratory-associated locations and facility related activities where chemicals are used or stored. In January 2008, the Emory Environmental Health and Safety Office (EHSO) began collecting inventory information for this list of chemicals. To facilitate this process, a web-based program has been created for PIs, instructors, supervisors and other chemical owners on campus to enter the required chemical inventory information. Please note, this program is merely an internal data-gathering tool for EHSO; Neither the Department of Homeland Security nor anyone else from Emory will be able to see your inventory. Inventory information for this list of chemicals will need to be submitted to EHSO through this system no later than February 5, 2008 in order to comply with Homeland Security requirements. We recognize the challenging time frame involved and appreciate your support and cooperation in ensuring that the information is reported in a timely and accurate manner to avoid possible actions from the Department of Homeland Security. |

Instructions on how to access the EHSO/DHS Chemical Inventory Program database are as follows: |
| |
Access the DHS Chemical Inventory Program at http://med.emory.edu/database/ehso |
Log into the DHS Chemical Inventory Program using your Emory Network ID and password. |
Provide the information requested. |
It is recommended that you print the list of regulated chemicals (available after logging into the program) as a tool to aid in the inventory process, and then enter the data into the program. |
If you do not possess any of the listed chemicals, please complete the online inventory by leaving all quantities blank and hitting the "Submit" button. |
EHSO will tabulate reported data to determine if any further reporting to DHS needs to be submitted. No personal information will be sent to the Department of Homeland Security. |
